To determine whether owners in River Bank Lodge are permitted to short-term rent their properties, there is generally a two-part analysis:
- Do the River Bank Lodge homeowners' association and governing documents allow owners to short-term rent? Yes. There is no provision in the bylaws, covenants or other governing documents for River Bank Lodge that would prevent owners from short-term renting their units.
- Does the local governmental authority currently allow a property owner to obtain a new River Bank Lodge short-term rental license? Yes. River Bank Lodge is located in unincorporated Summit County and is therefore subject to the jurisdiction of the Summit County Board of County Commissioners (“BoCC”). Summit County defines a short-term rental as any residential dwelling unit or room therein that is rented for periods of less than 30 consecutive days. On September 14, 2021, BoCC passed a temporary 90-day moratorium on the issuance of new short-term rental licenses. However, because Keystone is predominantly a resort community serving visitors to Summit County, BoCC created an exemption to the short-term rental moratorium for all properties located in the Keystone area. Accordingly, the River Bank Lodge real estate community and other Keystone property subdivisions all remain unaffected by the short-term rental moratorium in Summit County. New property owners in River Bank Lodge may continue to apply for and receive short-term rental licenses.
In sum, the River Bank Lodge homeowners association does not preclude owners from short-term renting their properties. Furthermore, the short-term rental moratorium does not apply to River Bank Lodge property owners; so, Summit County will continue to grant new short-term rental licenses to homes located in River Bank Lodge.

Originally constructed in 1990, there is one building in the River Bank Lodge community. The River Bank Lodge Homeowners Association routinely completes projects around the complex to repair and upgrade common areas that all of the owners and renters utilize. For instance, in the summer of 2011, the HOA opened a new fitness room right next to the main lobby. Later in 2011, the HOA upgraded the conference room and cooking facilities that are free to use for River Bank Lodge homeowners. In the Summer of 2012, the HOA provided a makeover for the rear exterior deck that overlooks the pond, wetlands, and surrounding mountains. And, in the In the fall of 2015, the River Bank Lodge HOA upgraded the equipment in the common laundry areas and made it free for renters and owners to use.
The River Bank Lodge complex is currently managed by Vacasa Community Association Management, who provide a variety of services to the HOA that range from the governing documents to providing upkeep to the common areas across the complex. The unit owners who comprise the HOA usually gather once per year in the fall for meetings to discuss how to improve and maintain the River Bank Lodge community.
Because of the close proximity to the Gondola as well as to all that River Run has to offer, the River Bank Lodge complex presents a great opportunity for second homeowners as well as tremendous long-term and short-term rental potential. And, in 2017, the HOA began eliminating remaining timeshares from the River Bank Lodge community. With that effort underway, potential buyers should hopefully have access to a wider variety of loan possibilities.
